Recovery Needs Assessment

Housing, economic recovery, mental health services and displacement assistance are the top priorities for wildfire recovery among nonprofits serving survivors of the Eaton and Palisades fires, according to a survey by the California Community Foundation.

The  Recovery Needs Assessment (RNA) was conducted in April 2025. More than 120 nonprofits responded to the survey. CCF’s wildfire recovery work is guided by the “arc of recovery” model of FEMA’s National Disaster Recovery Framework. The arc of recovery describes the progression from immediate relief work to rebuilding communities and healing survivors for long term recovery. 

The needs assessment findings will guide CCF’s transition from emergency response to recovery, the next phase in our grantmaking. Following the needs survey, CCF continues to stay in close contact with the more than 200 organizations funded in our first round of wildfire relief grantmaking. This month, dozens of grantees shared their stories of recovery and impact in two virtual meetings. There will be an in-person convening of grantees in August to collaborate on recovery work and identify current and future needs.
